HMT opens Shop at Mysore PostOffice

Hindustan Machine Tools Ltd., or HMT, as it is popularly known, which branded itself as the ‘Timekeepers to the nation' till it lost ground to stiff competition from private players, is trying to make a comeback and opening sales counters at post offices.
The second such counter in the State was opened at the Mysore Head Post office at Lashkar Mohalla, Ashoka Road, where all the models of the watch company are up for sale.
The sales point was inaugurated by K.M. Raghavendra, JGM, Business Planning, HMT. S.V. Balasubramanya, Senior Postmaster, Mysore Head Post Office, S. Rajashekara, Senior Superintendent of Post Offices, Mysore division, and Eshwar Nayak, AGM, Sales, HMT, were present.

HMT's marketing tie-ups with post offices is a new initiative in brand building and regaining the market share, Mr. Raghavendra said, adding that they had obtained permission from the Postal Department for opening such counters in different parts of the country.

Railway Minister Dinesh Trivedi flagged off the country's first double-decker superfast train from Howrah in West Bengal to Dhanbad in Jharkhand.
The 12383 Up/12384 Dn fully air-conditioned Howrah-Dhanbad Express will run five days a week.
"It has much more comfort level than other trains. It is India's first double-decker train," said a senior Eastern Railway official.

About Serrana Bassini

At next year's Universal Postal Union (UPU) meeting in Doha, Qatar, the 192 member countries will be selecting a new Director General to serve from January 2013 onwards. Current UPU chief Edouard Dayan, who has been in place since 2005, will be stepping down having reached his term limit.

After fifteen years rising through the ranks at Uruguayan Post, and a similar length of time in senior roles at the Postal Union of the Americas, Spain and Portugal (PUASP), Uruguay is putting forward Dr Serrana Bassini Casco as a candidate to take on the role of Director General of the UPU from 2013 to 2017...
Governments and regulators
In the new postal era, work must also be done to encourage national regulators around the world to open the doors for postal operators to run new services, and to build on their unique position in society and the trustworthiness of their brands.

It is something Bassini is already doing with PUASP, engaging with Latin American governments and regulators to allow new products and services to be offered by regulated posts. "In our region, we have a serious problem with regulation. In the majority of the countries, the market started out as liberalised and then later the governments started to regulate, but they did not care about the obligation of the universal service," she says. Through the PUASP, Bassini has been urging governments to open up regulation to allow new products and services, and to permit postal operators to grow beyond their traditional mail base...
Social development and the posts
Her message of inclusion for the UPU is perhaps reflective of a general attitude within Latin America at the moment that postal operators should be more than merely a communications service, they should be a positive force for change, driving social development.

Her message to governments within Latin America, through the PUASP, has been that opening up postal operators to provide additional services, for example financial services, can have a powerful effect on improving the quality of life for citizens."

During the long journey from 1857 onward, India Post network has expanded from 23,344 post offices to 1,55,035 post offices as on 31.3.2008. MOU between Department of Posts and Unique Identification Authority of India - A Memorandum of Understanding(MoU) was signed between Department of Posts and Unique Identification Authority of India for printing, booking, transmission and delivery of letters carrying ‘Aadhar’ numbers of the residents through Speed Post. More than 2.5 Crores of ‘Aadhar’ letters have so far been printed and dispatched by Department of Posts. Department is also working as Registrar with Unique Identification Authority of India (UIDAI) for providing ‘Aadha’r enrollment service through select Post offices. During the year 2011(upto 1st week of Dec, 2011, over 41 lakh enrollments have been done.

Pandit Madan Mohan Malviya, born in the holy pilgrim city of Prayagraj (later renamed to Allah-abad) on 25th December 1861, was a great Scholar, educationist, man of action and a leader of tile national liberation movement. His ancestors were poor but were known for their Sanskrit scholarship. Madan graduated from the Calcutta University in 1884 and was appointed as a teacher in his school. He attended the Second Congress Session held in Calcutta in 1886 and delivered a speech which held the audience spell-bound. After that, he was offered the editorship of the Hindi weekly, the Hindustan. He became popular for his outspoken views about media as a subject of the British, the abject poverty of the masses and the indifference of the British towards them. He studied law and became a High Court Vakil in 1893. He was elected to the Provincial legislative Council in 1902 and later to the Imperial Legislative Council in 1909.

He founded the Hindu Mahasabha in 1906 to oppose the "divide and rule" policy of the British Government.

 V. Sudhakar, Post Master General of Department of Post said in Kolkata on Thursday that India Post has been marketing gold coins through Post offices since 2008 in association with Reliance Money Infrastructure Ltd. (RMIL).

In West Bengal 32 offices have been identified for sale of gold.

He said, to meet the public demand another 28 offices have been added from Dec 22 (Thursday), taking the total number of post offices retailing gold coins to 60 in the circle.

Keeping the customer profile in view, gold coins in denominations of 0.5 gm, 1 gm, 5 gm, 8 gm, 20 gm and 50 gm are being sold.

Coins are being manufactured by Valcambi, Switzerland and have 99.99 percent purity. Besides, the coins are packed in attractive tamper proof containers of suitable sizes. The gold coins carry the India Post logo.

National Food Security Bill Introduced in Lok Sabha

Food minister KV Thomas, who introduced the bill in the Lok Sabha amid thumping of desks by Congress members led by party president Sonia Gandhi, said that it would ensure that all Indians "live a life with dignity". The bill marks a shift in approach to the problem of food security - from the current welfare paradigm to a rights-based approach. The proposed legislation confers eligible beneficiaries the legal right to receive grain at highly subsidised prices.

The National Food Security Bill, 2011, considered to be the world's largest experiment in ensuring food security to poor, has been a key project of Congress president Sonia Gandhi. The bill brings under its purview 63.5% of the country's population -75% of rural households and 50% of urban households.

The bill classifies all entitled households as "general" and "priority".

Government today introduced in Lok Sabha the  Lokpal and Lokayuktas Bill, aimed at setting up the body of Lokpal at the Centre and  Lokayuktas at the level of the States. Government also introduced a Bill for amending the Constitution for conferment of Constitutional status on both bodies.  Government also withdrew earlier Lokpal Bill, 2011 as it decided to introduce a new comprehensive Lokpal and Lokayuktas Bill, 2011 Bill after consideration of the suggestions made by the Parliamentary Committee which recommended significant changes in the scope and content of the earlier Bill.

The salient features of the proposed new Bills are as under:-

Focus on improving accountability

Ø       Establishment of new institution in the Constitution called  Lokpal for theUnion and Lokayukta for the States.  These autonomous and independent bodies, shall have powers of superintendence and direction for holding a preliminary inquiry, causing an investigation to be made and prosecution of offences in respect of complaints under any law for the prevention of corruption.

Ø       The Bill provides a uniform vigilance and anti corruption road map for the nation, both at Centre and States. 

Ø       The Bill institutionalizes separation of investigation from prosecution and thereby removing conflict of interest as well as increasing the scope for professionalism and specialisation.

CHARTER OF DEMANDS

1.      (a)     Drop the Mail Network Optimisation Project (MNOP) and reject the Mckinsey Consultancy's disastrous recommendations. Inspite of the opposition and disagreement expressed by the staff side in the MNOP Committee, the Department is going ahead with the implementation of L1, L2 (hub system for first class mails). Further the request for additional intra-circle speed post hubs proposed by the staff side is not yet fully implemented.  Change of administrative jurisdiction of speed post hubs from Postal side to RMS side is also not considered favourably.
      (b)    Stop closure/merger of Post offices including Branch Post offices. Even though it was assured by the Secretary (Posts) in the minutes of the discussion held on 01.07.2011, that there will be no closure/merger of Post offices, except simultaneous relocation, instructions in this regard are yet to be communicated to the Circle/Regional heads.  Even now some Regional heads are closing Post offices indiscriminately.
      (c)     Drop the proposed move to introduce delivery hubs for delivery of articles by withdrawing delivery from all town sub post offices in the urban areas. Orders for rotation of the Sorting Postmen work among Beat Postman may be withdrawn.

eVPP Error - Problem in taking reports

    Some times while entering the returns of eVPP a message occurs and prevent from taking returnrs.It shows "No reason found in the list quitting" and exits from taking returns. This  error can be avoided by executing the following exls.

Amendment in Pension Scheme

Pension under the Employees’ Pension Scheme, 1995 is linked with pensionable service and pensionable salary. As per Section 6A of the Employees’ Provident Funds & Miscellaneous Provisions Act, 1952, contribution in Employees’ Pension Fund is mandated @ 8.33% of wages which is restricted upto wage ceiling of Rs.6500/- only. However, option is available to the member to contribute at the higher rate than the wage ceiling (i.e. Rs. 6500/-) which entitles him/her for a higher pension.

The Central Government had constituted an Expert Committee for revision of Pension. The Expert Committee submitted its report to the Central Government on 5th August, 2010 and the recommendations of the Committee were placed before the Central Board of Trustees, Employees’ Provident Fund [CBT) EPF)] for consideration on 15th September, 2010. The CBT (EPF) directed that the report be first considered by the Pension Implementation Committee (PIC). The PIC has since finalized its report and sent it to Employees’ Provident Fund Organisation for placing before the CBT (EPF) for taking a final decision in the matter in its ensuing meeting.

Significant Events of DOP for the month October,2011

A report on significant events of department of posts for the month of October, 2011 says that Department of Posts disbursed wages to 5.04crore MGNREGS account holders across the country. Through Post Offices Rs. 878 crores have been disbursed as wages to MGNREGS account holders during September, 2011 excluding Himachal Pradesh and Karnataka Circles.

Two stamps one on ‘Chitrapur Math’ and other on ‘The Punjab Regiment Para (SF)(Punjab)’were issued during the month of October, 2011. 



A Special Cover on “Endangered Grizzled squirrel” and “Maritime Heritage of Tamilnadu” was released in Chennai during SIPEX-11, a State Level Philatelic Exhibition organized at Chennai from 7.10.2011 to 9.10.2011. 

The Postal Staff College of India, C.G.O.Complex, and Ghaziabad has been renamed as “Rafi Ahmed Kidwai National Postal Academy (RAKNPA)” C.G.O.Complex, Ghaziabad-201 002. 

National Postal week was celebrated throughout the country from 09-10-2011 to 14.10.2011.
